President Yoweri Kaguta Museveni has paid tribute to the late Moses Kalangwa Kalisa, describing him as a loyal and dedicated National Resistance Movement (NRM) cadre whose death has deprived both the party and the nation of a committed mobilizer in his prime.
In a condolence message delivered by the outgoing Minister for the Presidency, Milly Babalanda, during Kalangwa’s burial, Museveni expressed “profound sadness” over the sudden death of the NRM Kayunga District Chairperson and Senior Presidential Advisor on Special Duties.
Kalangwa died in a motor accident on 16 May 2026.

Museveni Hails Kalangwa’s Contribution
Museveni praised Kalangwa for his dedication to service, saying he had played an important role in Uganda’s socio-economic transformation and grassroots mobilization.
He noted that the late leader had still had much to contribute to both Kayunga District and the country at large.
The President also highlighted Kalangwa’s commitment to development, saying he had “put a brick (etofari)” in building Uganda’s progress.
Calls for Strength and Prayer
In his message, Museveni extended condolences to the bereaved family, colleagues, and the entire nation.
He prayed that God grants the family strength during this difficult time and wished the soul of the deceased eternal rest.

Background
Moses Kalangwa Kalisa served as the NRM chairperson for Kayunga District and was also a senior presidential advisor on special duties.
He was known within party structures as an active mobilizer and grassroots organizer.
