KAMPALA — President Yoweri Museveni has appointed Juma Witonze Kisekka as State Minister for Internal Affairs, days after the nomination of Dr Lawrence Muganga ran into trouble during parliamentary vetting.
Witonze, a diplomat and politician, takes over the position after Muganga failed to obtain clearance from Parliament’s Appointments Committee.
The new minister is also a prominent figure within the Patriotic League of Uganda (PLU), where he serves as the organisation’s Chief Coordinator in the Greater Mpigi region.
His appointment further strengthens the presence of PLU figures within the government and puts Witonze in charge of a ministry responsible for some of the country’s key internal affairs.
Witonze’s political background
Witonze has been active in Uganda’s political and diplomatic circles and previously sought election to the East African Legislative Assembly (EALA).
He had also recently shown interest in the EALA by-election, keeping his name in the spotlight ahead of his latest appointment to government.

Why Muganga’s appointment stalled
Muganga’s nomination became complicated during the parliamentary vetting process after questions emerged over his citizenship.
According to officials familiar with the proceedings, a verification report from the Ministry of Internal Affairs raised concerns about Muganga’s links to Ugandan, Canadian and Rwandan citizenship.
The citizenship question became a major point of discussion before the Appointments Committee.
Other nominees who faced similar questions, including Adonia Ayebare, Calvin Echodu and Sharsti Kutesa Musherure, reportedly submitted documents showing that they had begun the formal process of giving up their foreign citizenship.
Muganga, however, reportedly did not present equivalent documentation to the committee.
He rejected the suggestion that he continued to hold Rwandan citizenship, but lawmakers reportedly wanted official documentation from the relevant authorities before they could recommend his approval.
Museveni picks Witonze
With Muganga’s nomination unable to clear the parliamentary hurdle, the matter was returned to President Museveni.
The President has now appointed Witonze to the position, ending the uncertainty over who would occupy the State Minister for Internal Affairs post.
Witonze’s arrival also gives the ministry a minister with a background spanning diplomacy, politics and PLU leadership.
His appointment is expected to place renewed attention on the role of PLU figures in government as he begins his new responsibilities at the Ministry of Internal Affairs.
