KAMPALA, Uganda – July 14, 2026 — Parliament has opened a probe into the circumstances surrounding the deadly school bus-train collision in Mukono District, as legislators demand stronger measures to improve safety at railway crossings.
Deputy Speaker Thomas Tayebwa on Tuesday directed the Committee on Physical Infrastructure to investigate the accident after Mukono County South MP Robert Maseruka raised concerns over the increasing risks faced by road users at railway crossing points.
The crash, which occurred on July 10 at the Namumira–Bukasa railway level crossing along Katosi Road in Nakisunga Sub-County, involved a bus carrying students and staff from Mwebaza High School and a Uganda Railways passenger train.
The school group was travelling to Jinja for an educational trip when the collision happened. One female passenger died at the scene, while several students and other occupants sustained injuries and were taken to hospital.
Preliminary reports indicate that the bus entered the crossing despite warnings and attempts by security personnel to stop it, although investigations into the exact cause of the crash are still ongoing.
MPs question safety measures
Raising the matter in Parliament, Maseruka called for a review of safety procedures at railway crossings across the country, arguing that more needs to be done to prevent accidents caused by human error and weak infrastructure.
He proposed the introduction of improved warning systems, stronger barriers at crossing points, public awareness campaigns and a comprehensive audit of railway infrastructure.
Maseruka also called for tougher action against motorists who disregard railway safety rules, saying enforcement should be accompanied by long-term safety investments.
Deputy Speaker Tayebwa said the current system of depending on traffic officers to manage railway crossings was inadequate and called for more reliable measures.
“When the train is crossing, we should block the roads,” Tayebwa said, directing the committee to establish what happened and recommend solutions.
Probe to examine wider transport safety concerns
The Second Deputy Prime Minister, Hon. Crispus Kiyonga, told Parliament that government had already considered the matter and was taking steps in response to the tragedy.
The committee is expected to examine the state of railway crossings, the effectiveness of existing warning mechanisms, compliance by road users and the responsibilities of relevant authorities.
The accident has brought renewed attention to the safety of school transport and the need for stronger coordination between railway and road authorities.
Police investigations into the crash are continuing as authorities work to establish the full circumstances that led to the collision.
