Abbasi Byakagaba, the Inspector General of Police, announced a reshuffle in the police leadership shortly after his appointment to replace the retired Martins Okoth Ochola. It is confirmed that ACP Rusoke Kituuma has been appointed as the new police spokesman, replacing SCP Fred Enanga, who is now the Deputy Director for Interpol.
Fred Enanga is a Ugandan senior police commander, public servant, and economist by profession. He has served as the Senior Commissioner of the Ugandan Police Force and the Police Spokesperson for nearly seven years. Born on June 23rd, Enanga grew up in Kampala with his parents and nine siblings, five of whom are still living. His ancestral home is in Apac District, Ayago Village, Akokoro Sub-County, Northern Uganda. A Luo by ethnicity, Enanga was known for being playful and stubborn during his childhood. He attained a second grade and instead pursued an arts combination, eventually becoming an economist.
In the new appointments, SCP Fred Enanga will serve as the Deputy Director of Interpol-Uganda, deputizing AIGP Grace Akullo. Enanga has been replaced by ACP Rusoke Kituuma, who previously served as the Regional Police Commander of the Rwizi policing region. ACP Clare Nabakka, who has been deputizing Enanga, will continue in her role.

Furthermore, CP James Ruhweza has been appointed deputy to the new Director of Operations Services (OPS), SCP Frank Mwesigwa. Ruhweza is known for his role in handling Dr. Kizza Besigye’s protests as the commandant of Kampala Metropolitan Field Operations. SCP Stephen Tanui, previously the Kampala Metropolitan Police Commander, has been appointed Deputy Director of Fire and Rescue Services, deputizing AIGP Fadhir Kamali.
CP Sarah Kibwika, formerly the commandant of the Professional Standards Unit (PSU), has been appointed Commissioner in Charge of Human Resources Management (HRM).
In conclusion, she has been replaced by SCP Christine Nanding, who was serving as the Deputy Director of the Legal Directorate. Further changes are expected to follow.
