Masaka, Uganda — The Chief Magistrate’s Court in Masaka has remanded six people in two separate criminal cases involving alleged land grabbing and the theft of funds under the government’s Parish Development Model (PDM), as authorities intensify efforts to tackle corruption and land-related crime in the region.
Among those remanded is Zulaika Nakabiri, who was jointly charged with Bugembe Edrisa, Dumba Abdu Swaburu, and Makumbi Abbey over offenses linked to alleged land grabbing in different parts of Masaka.
State prosecutors told court that the four are accused of unlawfully invading people’s land, assaulting residents, destroying crops, cutting down trees, demolishing houses, and illegally occupying private property. The prosecution alleges that the accused subjected several communities to intimidation during the commission of the offenses.
In a separate file, Ntale Godfrey, the LC I Chairperson of Misaala Cell, and Juuko John were charged with theft and conspiracy to defraud after allegedly swindling a resident out of PDM funds.
According to the prosecution, Ntuumwa Elvis sought the suspects’ assistance to apply for PDM funding. Juuko allegedly processed the application while Ntale was present and instructed the complainant to obtain a new SIM card.
Prosecutors allege that after obtaining the SIM card’s mobile money PIN, the suspects retained the SIM card and later withdrew UGX 1 million that had been deposited into the victim’s account.
The alleged fraud was uncovered after the complainant reported the matter during the ongoing “Expose the Corrupt” Baraza in Masaka, saying he had never received the money despite being informed that the funds had been processed.
The court ordered that all the accused be remanded until August 13, 2026, when they are expected to reappear for further proceedings, including consideration of their bail applications.
The accused have not been convicted of the offenses, and the allegations against them remain before court.
