Uganda’s New Digital Number Plate System Faces Criticism

The rollout of Uganda’s new digital number plates has sparked concerns among motorcycle owners, particularly those in the public service sector, who are alarmed by the system’s failure to track stolen bikes equipped with the new plates.

However, the critics attribute the shortcomings of the new number plate system to a flawed information exchange network, citing delays and breakdowns in transmitting incident reports to the central command centre.

Despite promises of enhanced security, reports indicate that stolen vehicles remain untraceable, raising doubts about the system’s effectiveness.

Furthermore,  the Russian contractor, Joint Stock Company Globel Security (JSC), responsible for implementing the Intelligent Transport Monitoring System, is facing scrutiny over its competence.

The awarding of the contract to JSC has drawn criticism for allegedly sidelining local manufacturer Tumpeco, which had the capacity and experience to produce better plates for Uganda.

Industry insiders and government officials have raised concerns about the sustainability and quality control of the system, questioning the decision to import plates from Poland through a broking firm.

The rollout of the new digital number plate system, which commenced in November 2023 for government vehicles and expanded to motorcycles in November 2024, has been marred by delays and logistical challenges.

In conclusion, motorists have reported lengthy wait times for their plates and a lack of transparency in the payment and issuance process.
