Kampala, Uganda — April 18, 2026 — Uganda is hosting the 12th session of the Joint Permanent Commission (JPC) with Rwanda, in a move aimed at strengthening bilateral cooperation between the two neighboring countries.
The high-level meeting brings together officials from both nations to review progress on previous agreements and explore new areas of collaboration.
Focus on Trade, Security, and Regional Ties
Officials say the talks will focus on key sectors, including:
- Trade and cross-border business
- Security cooperation
- Infrastructure development
- Movement of people and goods
The discussions are expected to address existing challenges while identifying opportunities to deepen economic and political ties.

Government Officials Lead Discussions
Hon. Gen. Odongo Jeje Abubakhar of the Ministry of Foreign Affairs, Uganda, is coordinating the session alongside counterparts from Rwanda.
Diplomatic representatives and technical teams from various ministries are participating in the discussions.
A government official described the meeting as “important for strengthening mutual understanding and cooperation between the two countries.”

Why the Talks Matter
The Joint Permanent Commission serves as a platform for Uganda and Rwanda to:
- Review the implementation of past agreements.
- Resolve outstanding bilateral issues.
- Promote regional stability and economic growth
Experts say stronger cooperation between the two countries could improve trade flows and enhance regional integration within East Africa.
Background of Uganda–Rwanda Relations
Uganda and Rwanda have held several JPC sessions over the years, aimed at maintaining diplomatic engagement and addressing cross-border concerns.
Previous meetings have focused on rebuilding trust, improving communication, and strengthening cooperation frameworks.
The ongoing talks in Kampala are expected to play a key role in advancing Uganda–Rwanda relations, with both sides seeking to build stronger partnerships for long-term regional development.
