In a significant development, the Buganda Road Chief Magistrates Court has granted bail to former Rubaga Division Resident Deputy City Commissioner, Herbert Anderson Burora. Facing six charges of hate speech and spreading malicious communication, Burora was granted cash bail of 5 million shillings by Chief Magistrate Ronald Kayizzi.
Burora appeared in court on Thursday, where Chief Magistrate Kayizzi, after thorough deliberation, decided in his favor. The charges against Burora involve allegations of sharing malicious information about the Speaker of Parliament, Rt Hon Anita Annet Among, via his X-Handle, Harder HB, between March and June 2024. The prosecution claimed that Burora’s actions could ridicule and demean Among, and incite hostility.
Denying the charges, Burora applied for bail with the support of two sureties, Yasin Katwere and his wife, Georgina Burora. Despite opposition from the prosecution, who cited concerns about Burora’s nomadic lifestyle, the defense, led by David Kamukama and Phillip Munaabi, successfully convinced the court of Burora’s compliance with bail conditions.

Chief Magistrate Kayizzi acknowledged the substantial nature of the sureties and set Burora’s bail at 5 million shillings, requiring him to deposit his passport in court and avoid posting misleading information on social media. The case has been adjourned to August 21st, when Burora will reappear in court.
In related news, three National Unity Platform (NUP) MPs, remanded earlier this week for allegedly staging an unlawful assembly, have also been granted bail.
In conclusion, Katikamu South MP Hassan Kirumira, Bbale County MP Charles Tebandeke, and Mityana Municipality MP Francis Zaake received cash bails ranging from 100,000 to 200,000 shillings.
