Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba has said Information, Communications Technology, and National Guidance Minister Chris Baryomunsi will not be reappointed to Cabinet, following remarks the minister made during a radio appearance criticizing the CDF’s social media activity.
Gen. Muhoozi’s comments came after Baryomunsi, speaking on Capital FM last Saturday, said the CDF’s frequent tweets make his work harder as the government’s chief communicator and overseer of national guidance.
The remarks appeared to trigger a swift reaction from Gen. Muhoozi, who publicly indicated that Baryomunsi would not return to Cabinet in a future reshuffle.
In response, Baryomunsi pushed back strongly, dismissing claims that his political career depends on patronage or favor.
“I rose from obscurity to where I am because of my abilities, not favors from anybody. I am self-made,” Baryomunsi said. “Being a minister is not necessarily the best thing in life. My horizon is far beyond that. Let’s serve Uganda. Cheers.”
Baryomunsi’s response struck a defiant yet measured tone, emphasizing public service over holding office, even as tensions play out publicly between senior figures in government and the military.
The exchange has intensified public debate over the growing political influence of senior military officers, the impact of social media on governance, and the challenges faced by government communicators amid competing public voices.
As of publication, neither the State House nor the Office of the President has issued an official statement clarifying whether Gen. Muhoozi’s remarks represent an official position on Cabinet appointments.
Baryomunsi remains the Minister of Information, Communications Technology, and National Guidance.
