Buddo, Wakiso—Musician Mathias Walukaga made a brief appearance in Buddo this week during community outreach activities aimed at engaging young people on issues of self-reliance and national values.
Addressing a small gathering of local residents and youth, Walukaga encouraged self-development and hard work, avoiding direct political commentary while still urging young Ugandans to stay informed and active in building their communities.
His visit comes at a time when Apex Digital Skills, a non-profit organization working with youth in digital literacy and entrepreneurship, has drawn attention from the Ministry of ICT and National Guidance. The ministry issued a caution regarding NGO activities that may carry political undertones, urging organizations to stay within their registered mandates.

While no connection was officially drawn between Walukaga’s appearance and Apex’s programs in Buddo, the timing has sparked quiet discussion among observers about the role of influential figures in community engagement. Walukaga’s speech steered clear of politics, focusing instead on culture, values, and the role of youth in Uganda’s future.
The developments come at a time when government attention on youth-targeted NGOs is increasing. As the country heads into a new political cycle, organizations and public figures are navigating a sensitive space where social work, youth mobilization, and civic education intersect.
Apex Digital Skills was founded in 2025 by Nyanzi Martin Luther and has been operating in districts such as Wakiso, Luweero, and Mukono. The NGO runs programs focused on digital skills training, content creation, and business development for young people, particularly in semi-urban areas. It recently reached out to the European Union for support to scale its operations.
The ministry noted that while youth empowerment initiatives are welcome, care should be taken to avoid political affiliations that could compromise public trust. Officials encouraged transparency and collaboration with regulatory bodies to maintain operational clarity for all civil society organizations.
Apex has not made any public statements in response, though individuals close to the organization stated that their work remains apolitical and focused solely on education and empowerment. They acknowledged the need for dialogue with government stakeholders to ensure continued operations in line with national expectations.
