KAMPALA, Uganda — The Parliament of Uganda has suspended the nomination process for the EALA by-election in Uganda, creating uncertainty over the replacement of two representatives in the regional assembly.
The suspension was announced by Clerk to Parliament Adolf Mwesige Kasaija in an official notice, halting nominations that had been scheduled for March 30 and 31, 2026.
Background to the By-Election
The by-election was triggered by the exit of James Kakooza and Denis Namara from the East African Legislative Assembly (EALA) following their election to Uganda’s 12th Parliament.
Under the East African Community (EAC) Treaty, members of EALA are required to vacate their seats once they assume positions in a national parliament.
Several lawmakers have raised concerns about the timing of the EALA by-election in Uganda.
Kassanda North MP Hon. Patrick Nsamba questioned the decision to conduct the by-election before the swearing-in of the 12th Parliament.
Joel Ssenyonyi also said that former Members of the EALA, have not yet officially sworn in the next Parliament so the election process can’t make sense.

Attorney General Kiryowa Kiwanuka acknowledged these concerns, explaining that an election process is only complete after all stages, including swearing-in, are finalized.
He added that consultations with EALA officials in Arusha may be necessary to provide further clarity.
What Happens Next
Although Speaker Anita Among had earlier scheduled the by-election for April 15, 2026, the suspension has now cast uncertainty over the timeline.

The verification committee appointed to oversee the election remains in place as Parliament awaits further guidance on the way forward.
