IG Orders Habib Hussein to Refund UGX 81 Million in Illegal Salary

The Inspectorate of Government (IG) has directed Mr. Habib Hussein, a clinical officer formerly attached to Bombo Health Centre III in Luwero District, to refund UGX 81,258,356, which he regularly received in salary.

According to a statement issued by the IG’s office on Tuesday, the directive was issued following successful investigations by the IG Mukono Regional office, which found Mr. Hussein guilty.

During investigations, Habib expressed willingness to refund the money.

“Mr. Hussein is supposed to deposit the money into the IG Assets recovery account held in the Bank of Uganda. His acceptance to refund the money affirms the IG’s unwavering commitment to thoroughly investigate corruption cases to ensure accountability of public resources,” the statement read.

IG orders clinical officer to refund UGX 81M

According to investigations, Mr. Hussein was appointed on probation by the Luwero District Service.

Commission (DSC) as a clinical officer in June 2006 and confirmed in service in November 2008.

He was transferred to Nyimbwa Health Centre IV and later to Bombo Health Centre III; however, he abandoned duty on several occasions.

In August 2010, he was offered a job by AIDS Healthcare Foundation-Uganda Cares, a Non-Governmental Organisation (NGO), as a full-time Clinical Officer based in Masaka but did not resign from Bombo Health Centre III and continued receiving salary until January 2020, when he formally resigned.

He concentrated on his NGO job in Masaka and subsequently failed to fulfill his obligations to Luwero District.

The Inspectorate noted that Habib’s actions contravened Section F-e, Paragraph 1 of the Uganda Public Service Standing Orders (2010) that were in force at that time.

In total, Mr. Hussein received UGX 81,258,356 in salary from Luwero District, from August 2010 to January 2020, while he worked for the AIDS Healthcare Foundation – Uganda Cares, Masaka.
