Brig Gen Charles Oluka Laid To Rest With 11 Gun Salute

Brig. Gen. Charles Oluka, the former Director General of the Internal Security Organisation (ISO), was on Saturday laid to rest at his ancestral home of Ousia Village, Kalaki District, in a ceremony marked by an eleven-gun salute.

In a heartfelt tribute delivered by Vice President Rtd. Maj. Jessica Alupo, President Yoweri Museveni expressed his deep sorrow over Oluka’s death and acknowledged his outstanding contributions to Uganda’s security sector.

“I was saddened upon receiving the news about the death of my brilliant soldier. Oluka was very hard-working, disciplined, and played a key role in transforming the Internal Security Organisation,” read Museveni’s condolence message.

Furthermore, the burial attracted hundreds of mourners, including high-ranking officers from the UPDF, government officials, and local residents who gathered to honour the late security chief.

The Chief of Defence Forces, Gen. Muhoozi Kainerugaba, also paid homage to Oluka, describing him as a true patriot who upheld the values of discipline, professionalism, and service to the nation.

In a message delivered by Deputy CDF Lt. Gen. Sam Okiding, Gen. Muhoozi emphasised that Oluka’s dedication would be remembered for generations.

“As the Uganda People’s Defence Forces (UPDF) fraternity, we shall miss him. Uganda will celebrate his achievements and remember him for his lasting legacy,” Okiding read.

Teso’s cultural leader, Emorimor Paul Sande Emolot, expressed deep sorrow over the loss of Oluka, highlighting his contribution to the region and the country at large.

“His passing is a great loss not only to his family but to the entire Teso community. He was a leader who worked for the good of the people and contributed immensely to national security.” Emorimor added.
