The government, through the Ministry of Works and Transport, has announced a planned operation to evict car dealers and car bond operators from the Nakawa-Banda-Kireka section of the road reserve on the Kampala-Jinja Highway.
The ministry, in a letter dated 26th June, 2025, gave a 30-day grace period to all affected car dealers and car bond operators, effective June 27, 2025, requiring them to voluntarily vacate the road reserve.
According to Bageya Waiswa, the Permanent Secretary, “The establishment of car bonds within the designated road reserve contravenes Section 16(1) of the Roads Act, 2019, and has significantly contributed to traffic congestion, blockage of the drainage system, and posing a serious safety hazard to road users along this critical road corridor.

Furthermore, the ministry has said failure to comply within the stipulated period will result in eviction and removal of any unauthorized structures or installations at the owner’s cost.
“The exercise is critical in restoring the functionality, safety, and integrity of this section of the national road network,” said Waiswa.

The eviction notice has been issued in accordance with Section 24(1) of the Roads Act, 2019, which empowers the Ministry to take action against encroachments on road reserves. The ministry urges all affected parties to comply with the notice and vacate the road reserve within the stipulated period.
