Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, has announced the arrest of Brig. Gen. Cyrus Besigye Bekunda, Chief Joint Staff Engineer, and other officers from the UPDF Engineers Brigade over alleged corruption.
However, the brigade is central to military construction projects, infrastructure development, and logistical operations across Uganda.
“Yesterday, I ordered the arrest of Brig. Bekunda Besigye and other officers of the Engineers Brigade.”

He added, “They poisoned, contaminated, and desecrated a sacred principle we have always embraced as UPDF, i.e., we can be self-sufficient, we can be efficient. They received money and misused it! Let their punishment serve as a lesson to others.”

The statement marks a rare public condemnation from the UPDF’s top commander and signals a major crackdown on internal misconduct within one of the army’s most strategic units.
Investigators are now reviewing financial records, contractor engagements, and expenditure reports linked to several government-funded engineering assignments.
Gen. Muhoozi’s remarks appear aimed at reinforcing the UPDF’s reputation for discipline, integrity, and operational independence—principles often cited in President Yoweri Museveni’s speeches as pillars of the army’s transformation since 1986.
In conclusion, the arrested officers are expected to face a military disciplinary process. Legal and financial experts have reportedly been brought in to support the ongoing investigations, and more arrests could follow. READ MORE
